Leslie Gelberger died in April 2017, after being struck by the boat in the Waitemata Harbour.
Judge Kevin Phillips says the man's death was a systemic failure, from continuous speeding breaches by Ports of Auckland-operated vehicles.
In a statement read to the court, Gelberger's wife says her husband was an amazing father to two sons, and they're heartbroken.
