A payroll expert says a 16-month fraud saga at Te Papa shouldn't have gone on for so long

Payroll officer Vera Karataua admitted to stealing 120 thousand dollars using casual staff's names.
Te Papa says she filed phony time sheets - and diverted the funds to her own account.
Payroll Practitioners Association chief executive David Jenkins says there should have been more safeguards.
He says it sounds like the fictional employee was able to provide a non-authorised time sheet- which allowed the theft to occur.
Te Papa has referred the case to Police for criminal investigation.
