Concerns vulnerable children are slipping behind

Unicef says only 64.6 per cent of New Zealand 15-year-olds have basic proficiency in reading and maths.
An education expert says addressing poverty outside schools would help reduce the issue.
Auckland University's Stuart McNaughton says there are also areas we can strengthen in early education.
He says this includes language and literacy activities that prepare children for the next phases of development.
