The Ministry for Primary Industries is carrying out an independent review into the safe transport of livestock by sea.
It comes after the Gulf Livestock 1 ship, carrying close to 6000 cattle and 43 crew members including two Kiwis, sunk in the East China sea.

He says the trade needs to continue.
