They ran into trouble while trying to cross the bar this morning at high tide at about 10am.
Senior Sergeant Brian Benn says they had life jackets on and managed to swim to shore where they were helped by emergency responders, local fishermen and an off-duty police officer.
Sergeant Benn says the open boat was probably unsuitable for fishing in the conditions.
Last Tuesday, a 28 foot cabin boat also needed rescuing at Taieri river mouth at low tide.
