The Government's freed up seating restrictions for airlines, buses and trains under Level Two.
Queenstown Mayor Jim Boult says businesses are desperate and anything that brings in more visitors to the tourist town is a big help.
He says the passengers caps took out 50 per cent of seating on some flights.
Boult says this will hopefully make it economic for both airlines to resume a full flight schedule and increase planeloads into Queenstown.
