An Otarara couple found the pups on Friday afternoon - while walking their dogs by the Sandy Point Domain.
Kim Durry told the Otago Daily Times her husband works in a meat plant - but even he couldn't stomach the sight.
She says she was terrified a child would come across them.
Paw Justice is offering two thousand dollars to anyone who knows anything about the puppies' deaths.
