The Health and Disability Commission found staff at Oxford's Ultimate Care Karadean Court didn't respond to the elderly man's deteriorating condition.
Group CEO Ben Unger says they've apologised and told the family they are committed to making sure the 2015 incident won't be repeated.
He says the quality of residential care - including wound care training - has improved.
The Commission has yet to decide if the company could be taken to the Human Rights Review tribunal
