From 8am today, people heading to New Zealand are required to pre-book their spot in managed isolation through the new website.
However, by 8.30am the website was carrying a message, saying it was down for maintenance.
Once it's back up and running, the website will issue a voucher confirming a person's allocation, and they will need to present it before boarding their flight.
From November 2, the voucher will be a legal requirement.
