The Government is opening the border to 250 international PhD and postgraduate students, who could start arriving as early as next month.
Clare Bradley is chief executive of tertiary provider Aspire2 International and says it's just a trial at this stage, but they're optimistic.
She says everyone is proceeding with caution to make sure the risks are managed, and that's sensible.
The international student industry is worth almost five billion dollars a year.
