A Chief Ombudsman report found 13 cases in Auckland City Hospital's Te Whetu Tawera Acute Mental Health Unit, with one staying 17 months.
It was due to a lack of suitable accommodation.
An August report found five people had been in Waitakere Hospital's Waiatarau Mental Health Inpatient Unit for more than six months, for the same reason.
Chief Ombudsman Peter Boshier says it's not appropriate - but does admire Te Whetu Tawera's not discharging people into homelessness
