It's thought New Zealand Rugby want to move from Premiership and Championship divisions to North and South Divisions, but are facing resistance from the players.
Any change would require agreement from the NZRPA.
New Zealand Rugby's proposal would see Hawke's Bay, Wellington and Manawatu join the South along with Tasman, Canterbury, Otago and Southland.
Northland, North Harbour, Auckland, Counties-Manukau, Waikato, Bay of Plenty and Taranaki would play in the North.
Black Caps captain Kane Williamson has missed training, ahead of the second cricket test.
Williamson has attended a midwife appointment with his expecting wife this morning.
At this stage, he is still available for the test.
Meanwhile, wicketkeeper BJ Watling has been officially cleared to play.
All Whites captain Winston Reid's club future is unclear.
His American loan club Sporting Kansas City have declined a contract option for him, at the conclusion of their Major League Soccer campaign.
