We may never know how many New Zealanders have been abused in state care

The Abuse in Care Royal Commission's interim report has revealed abuse has been much more widespread and ongoing than previously thought.
It estimates 250-thousand young people could have been abused.
Assistant Maori Children's Commissioner Glenis Philip-Barbara says the report probably underestimates the full extent of harm.
She says some institutions didn't keep track of their numbers, so could never work out the extent of any abuse.
A final report with recommendations is due towards the end of next year.
