It's believed rioting inmates, who have caused serious fire damage to Waikeria Prison, were protesting a lack of phone access.
Seventeen remain non-compliant.
The Department of Corrections maintains no formal complaints had been filed.
But a group which helps offenders re-integrate into society alleges higher-ups aren't being notified about inhuman treatment.
Transforming Justice Chief Executive Scott Guthrie says a connection to outside support is needed for rehabilitation.
He says there must be consequences if inmates offend - but we can't go on treating them like the scum of the earth.
Corrections has chosen not to comment while the incident is ongoing.
