24-year-old Lisa McCormack was sentenced to two years four months' imprisonment after the incident in 2019.
In April, she had run out into a south Dunedin road while high and demanded access to a car waiting at the lights.
An elderly nun and her brother refused - and he was forced to pull McCormack from the car by her ankles.
A Parole Board's assessed her risk of reoffending as moderate to high.
It's recommended McCormack receives counselling before she's released.
