CEO Grainne Moss has stood down.
Sir Wira Gardiner will be acting chief executive from March.
Minister Kelvin Davis says power and resources need to be shifted to Maori.
And he wants Oranga Tamariki to be more regionally-focused, as needs differ around the country.
