A plea for stricter kayaking safety regulations after the search for Koyren Campbell comes to an end

The 22-year-old's kayak was found abandoned on Wellington's South Coast last week.
His employer David Downer is now campaigning for tighter safety laws, and says those who don't carry a safety beacon, should be fined.
He suggests a fine of 500 dollars, and in return they receive a free beacon.
