Wellington's mayor feels they've found the right balance when it comes to a proposed 14 percent rates rise

The hefty hike is being proposed to pay for decades of under-investment in the city.

Most will be spent on improving water infrastructure, transport, seismic issues and housing.

Andy Foster says it's a fine line deciding how much more households can afford, and what work can be put off.
