New MBIE data shows New Zealand imported more than one million tonnes of coal last year - the most since 2006.
Act Leader David Seymour says we need so much foreign coal ... because of the Government ban.
But Labour Minister Megan Woods says the dry weather has meant they've needed to use thermal generation to conserve the water in the hydro lakes.
Woods says existing gas fields are also producing less gas.
Genesis Energy has also made an additional coal-fired generation unit available for winter if required.
