Watercare is seeking a green light for taking an additional 150-million litres a day from the Waikato River.
But the Local Democracy Reporting Service says the region would need a new water treatment plant in Tuakau.
A temporary plant - which cost 145-million dollars - is already processing 175-million litres of water from the river a day.
Hamilton City Council met last night to vote on a draft submission from staff, which opposes Watercare's application.
It cites "serious concerns" about Hamilton's ability to secure enough water for its growing population.
