Major flooding similar to the 1988 and 1990 flood events is occurring along the Hawkesbury and Colo rivers.
The Bureau of Meteorology is forecasting heavy rainfall to continue throughout the day.
CNN meteorologist Chad Myers says the region's had months worth of rain in the last few days, following on from last year's bushfires.
He says those fires scorched the ground, making it hydrophobic, which he likens to searing a steak before it's cooked.
Myers says this seared ground keeps the rain from soaking in.
