Watercare reports dams are nearing 50 per cent capacity -- compared to a historic average of 77.3 per cent.
A spokesperson says Auckland didn't receive the near-normal rainfall which was initially predicted for summer.
Meanwhile, Niwa forecaster Ben Noll says soil moisture levels are at a deficit between 90 and 110 millimetres.
He says the region is probably a good two or three soakings away from getting the groundwater recharged.
Noll says only then can we expect more water going into waterways - and then into dams.
