Australian media reports the Cronulla playmaker has verbally agreed to a three-year, two million dollar deal with the Cowboys.
North Queensland are prepared to open their cheque book with Morgan forced into a medically-induced retirement earlier this month, while Clifford has signed a deal to join the Knights at season's end.
Meanwhile, the Broncos have signed former Kiwis hooker Danny Levi until the end of the season.
