The Independent Police Conduct Authority has found Police were justified firing at the car on Auckland's Northern Motorway in 2018.
The passenger had escaped from Waitakere District Court and faced charges including aggravated robbery with a firearm.
The Armed Offenders Officers travelling at high speed fired at a man in the front passenger seat -- who suffered minor injuries.
He had fired a shotgun multiple times during the chase.
The IPCA says shooting on a busy motorway during the day is incredibly dangerous and normally unjustified.
But, it found officers acted appropriately in this case.
Police acknowledge the findings in the report.
