Matt Burton booted the Panthers one point clear with a minute to go.
With a State of Origin spot open and two points on the line, Moses lined up the kick from 32 metres out and eight in from touch.
But the shot sailed just to the left of the posts, condemning the Eels to just their fourth loss of the season and taking the Panthers' undefeated run at home to almost two years.
