The three match series, due to run between Auckland, Perth and Wellington next month, is now in doubt.
NZR boss Mark Robinson says the announcement presents some obvious challenges, but they are committed to finding a path forward.
They are working with the government to discuss bringing Australia across the ditch.
Covid-19 response minister Chris Hipkins says they are prepared to grant certain Australians access in the grace period for New Zealanders over the next seven days, if an economic benefit can be shown.
He says conversations are underway.
