The National Party wants to keep the country's only oil refinery in an operational state, in case it's needed in the future.
Shareholders have voted to drastically scale back operations at the Whangarei plant - and switch to distributing pre-refined fuels.
Refining NZ chief executive, Naomi James, says the company isn't exploring National's idea, but is looking at whether parts of the refinery could be mothballed for future bio-fuels manufacturing.
