Lawyers say the players are all suffering from "neurological complications" and a negligence claim is planned against the governing body.
Goulding has been diagnosed with early-onset dementia at age 49, and says he had played again within days of being knocked unconscious at least three times in his career.
The move follows similar action by 175 former rugby union players, including World Cup-winning hooker Steve Thompson.
