Industry body Telecommunications Forum Inc will have 60 working days to turn marketing guidelines issued by the Commission into an industry retail service quality code.
Telecommunications Commissioner Tristan Gilbertson says the issue's urgent.
He says marketing's increased as Chorus withdraws the old copper network and Spark removes public switched telephone network connections.
Gilbertson says consumers have been reporting marketing on service alternatives is often incomplete, confusion or misleading.
