A team of officers from Whakatane, Kawerau and Edgecumbe conducted search warrants at two Kawerau properties last week.
In addition to the four arrests, Police seized two firearms, about 11 grams of methamphetamine and small quantity of cannabis.
A 36-year-old man has been charged with a range of drugs and firearms charges and will appear in Whakatane District court next Tuesday.
A 34-year-old woman will be jointly charged and will appear in the same court next month.
Two others have been charged in relation to the searches and will appear in court in the coming weeks.
Senior Sergeant Tristan Murray says waste water readings show Kawerau has the highest per capita meth consumption in the country.
