She was arrested and taken to Whanganui Police station last September.
After being searched, she was asked to put on a tear-proof gown, because of mental health concerns.
When the woman didn't comply, a male officer cut her undergarment straps.
She was then charged over her actions -- but she later complained about her treatment.
The IPCA says Police followed all the relevant procedures, but the male officer's actions were inappropriate.
It's recommended the body search policy be amended.
