Fire crews rushed to battle the blaze, which broke out in Bromley almost three weeks ago.
The force of the fire was concentrated in the building's two trickling filters - which have been smouldering ever since.
Christchurch City Council's head of three waters and waste Helen Beaumont says all surface hotspots appear to be out.
A full damage assessment will not happen until the material in the filters are removed.
