Seven-year-old Louisa Damodran was kidnapped walking home from school in 1986.
Peter Joseph Holdem was convicted of her murder and is serving a life sentence.
He has repeatedly been refused parole since 1997.
At Holdem's most recent parole hearing last month, for the first time he showed remorse and apologised to Louisa Damodran's family.
However, Judge Ellis says Holdem remains assessed as a high risk of sexual offending.
