Garath Collings has at least 11 years in jail - for fatally mowing down Robin Friend, in a Parklands cul-de-sac in 2020.
The pair had just been arguing through the driver's window.
Justice Cameron Mander says Collings used his car as others might use a gun or knife.
Meanwhile, a man who tried to kill his pregnant partner by crashing into a power pole in Bishopdale, has nine years in jail without parole.
Phillip James Williams told his partner she was going to die, in April 2020, before the horrific crash that caused the death of her unborn child.
