The Government reached a deal to buy the land from Fletcher Building for 30-million dollars in December 2020, following a high-profile occupation of the site.
It also signed a Memorandum of Understanding with Kiingitanga and Auckland Council on deciding on future uses.
Minister for Maori Development Willie Jackson says a new Steering Committee is expected to take five years to determine the future use and ownership options of the land.
The committee will also develop a management plan for the whenua.
