The two rival men's tours announced a deal in June to combine commercial operations - but details on how it will work have been scant.
PGA Tour commissioner Jay Monahan has told players in a memo that meaningful progress has been made but negotiations will extend into 2024.
LIV players - including recently signed world number three Jon Rahm - cannot play on the PGA Tour under current rules.
The new PGA Tour season begins next week in Hawaii.
