The disability community's shocked its ministry hasn't been given a chance to succeed

Support services are shifting to the Ministry of Social Development - after a review found a lack of control over funding and services at Whaikaha.
The Public Service Association says the community hasn't been adequately consulted.
Assistant secretary Melissa Woolley says if there were problems, the government should've invested in fixing them, not scrapping it altogether.
She says Whaikaha was established to help bring down barriers for disabled people.
