There's concern rates capping could lead to under funding of critical infrastructure

The Government's proposed a maximum increase of four percent a year.

Infrastructure NZ says rates are the only way they can collect revenue at the moment.

Chief Executive Nick Leggett says they're responsible for a lot of things which will need funding.

He says that includes roads, public buildings, public toilets and landfills.
